Heat oil in a small skillet and saute the shallots, garlic and fennel for 2 minutes

Add the orange zest, basil, saffron and orange juice and simmer 2 minutes

Cool slightly. Lay fish fillets on one sheet of aluminum foil

Spoon on the fennel mixture

Top with the second sheet of foil and fold the edges over three times to seal the foil packet

Rotate in the Flat Standard Basket for 15 minutes
