Remove and discard bay leaf

In a small saucepan, melt butter over medium heat

Stir in flour, cook 2 minutes, stirring constantly

Remove from heat

Gradually stir in hot milk

Return pan to heat

Stir until thick and smooth

Reduce heat to low and cook 10 minutes stirring occasionally

Season with salt and pepper

If sauce is not used immediately, cover surface tightly with plastic wrap.
